Need help selecting a graphics card for a prebuilt i5-2400 machine

I'm considering getting a surplus dell optiplex 790 SFF for $50 and I'm looking into possible GPU's for it.

It's the SFF version, so from what I've read I would need a low profile card. Page 19 of the spec sheet says the PCIex16 Slot has a maximum of 35W.

A low profile 750 ti is probably the best option but it seems like it would be a pain to find and I believe they can draw 60w at full load. I've read about people using them in builds like mine but I'm still worried since the power supply is only 240w

Another option would be a cheap 730, which I can probably get for 30-40 dollars, but I'm not sure it would be worth it.
