Windows only using one core when installing more than 1GB RAM

I upgrade my CPU from an AMD Athlon LE-1660 to a Phenom 9650 since it worked on multiple forums (https://forums.techguy.org/threads/solved-emachines-el1333g-01w-cpu-upgrade-help-please.1057826/) when I installed the CPU everything worked perfectly fine, it booted and was showing 4 cores. Then I installed 2GB ram and when I booted it was only showing 1 core, weirdly on device manager there are still 4 cores listed.

I have so far tried to re-install windows 7 and 10, gone to msconfig to deselect number of processors, running it with both 1 and 2 sticks of ram (1GBx2 and 2GBx1), reset the BIOS, but all with the same pattern of 1core with more than 1gb of RAM and 4 cores with 1GB of RAM.

Any help or suggestions are appreciated, thanks.
