Newly built PC will not display an image even though everything seems to work

The issue I'm having is that even though the computer will turn on, all the fans will run, and everything that is supposed to get warm from being used gets warm, however no image is displayed on the monitor, nor am I getting any beep codes (which I'm led to believe means its working based on what I read on ASRock's website.)
I have already tried putting the RAM in the other socket and trying to use a different GPU to see whether or not that was the issue, but neither of those tests seemed to change the results.
