[Troubleshooting] GPU (GTX 970) fans at 100% load all the time

I have tried re-installing the drivers but it does not work. If I disable the driver in device manager the fans go back to normal speed. I talked to someone at nvidia and he told me this was 100% not a driver issue even though it sounds like one to me.
How do I fix this? Windows 10 64bit, desktop
