Intended use for this build

I'm looking for a medium to high performance workstation. I write a lot of code so fast compiling speeds are always a plus. I game on the side so it would be nice to be ready for Fallout 4 too ha. I would like to run 1440p at 60fps but it kinda seems unreasonable unless I want to spend more towards the GPU.

Desired Gaming Performance

2560x1440p 60fps med-high settings. I rank frames over render quality but I like to keep the resolution 1440.

Budget

I'd like to keep it lower at $1500 - $1600 but I'm currently above that in my higher tier build which is okay if I can't reduce it any other way.

Additional Details

The lack of HDD is due to already owning a 1TB HDD that I may or may not plop in there. I know almost nothing about motherboards so any help there would be appreciated. i7 is great but the i5 route is always an option. Liquid cooler is nice for overclocking but I've never used one yet. Wanted to maybe try it out but fan is also an option. I don't really know too much about GPU manufacturers other than the specific GPU rankings on PC part picker so any info there is helpful. Any trade offs for more bang for my buck would be appreciated as long as you think it still performs well. I really like the new technology of the M.2 SSDs but if you think I should just go for a 256 Samsung EVO I could do that too. I kind have trusted Nvidia up until this point due to the fact that I have been using only Nvidia cards but I have been told the R9 390 can be better. Below I will post the lower tier version that I believe is still pretty good. Maybe I should just go for that? I dunno. $600 is a big difference but if its going to give me a huge boost in performance and be future proofed I think its worth it. Tell me what you think!
