Is it possible for a Power Supply to only power up all the components of a motherboard but not be able to run the BIOS?

To specify what powers up. THe fan of the PSU, HSU, and the fan of the tower power up. THe LED lights that conenect to the motherboard work, the power button connected to the MOBO works as well. When I plug in my graphics card and plug the HDMI cord into my tv recognized that my HDMI is plugged into something when the MOBO is on. It does not recognize anything when the MOBO is off.

If there was something that I missed please let me know and I will let you know if it powers up. Also POST test doesn't make a sound.
