Will the bios show up on TV Monitor?

I am converting from a laptop to a desktop and I don't have a monitor. I know my TV can connect to computers so I was wondering if I connected my newly built computer to the TV would it actually show the BIOS? Also would the computer have to be connected through VGA or can it also be connected through HDMI? Graphics Card I will be getting is XFX R9 280.
