PC starts up and immediately shuts down.

7800x3d Asus B650E-F

When first built I had the same problem then. When I press the power button the PC would flash on real quick, fans would spin up 1-2 seconds max and it would immediately shut off.

Figured it was the mobo or CPU so replaced both through Amazon. No issues putting it back together. Ran fine.

This morning the same issue presented again. Past the point of returns through Amazon so contacted ASUS about the mobo.....nightmare.

Decided to run up to best buy and just get something else. Ended up with a Gigabyte Aorus Elite Ax B650.

Disassemble everything and go to fire it up and same issue. PC flashes real quick, fans spin up, turns off.

Here's what I really don't get, when I go to flash the bios to the most recent bios it flashes, all the fans spin up and all the RGB works for the whole flash process (about 5 minutes) but as soon as the flash is done if I go to power it on, same problem....quick blink of RGB , fans spin up, turns right off (1-2 seconds)

What in the absolute hell do I have going on here? Is it really possible to have ANOTHER bad board or the second CPU going bad ? I'm lost.....
