speed not getting over 4mb/s

for some reason my pc wont get to the internet speed that its supposed to be at, a week ago it used to reach 300mbps and now it wont go over 40mbps. im connected to ethernet and i tried to connect the cable to my brothers laptop and it reached to 300mbps on speedtest.net , so the cable is not damaged. anyone got a clue why this happened or how to fix it?
