CPU Bottleneck? Low CPU and GPU Usage

Hi!

I have following problem, i have around 100-120 FPS and a CPU Usage about 40-50% and a GPU Usage of 50-60%(Depends on the game, sometimes its 40-50% CPU and 60-75% GPU). It doesnt seem like my RAM and VRAM are out of usage. Temperatures are also low.

Specs:
Monitor: 1080p FullHD 144hz
GPU: RTX 4070 Super
CPU: Ryzen 5 5600x
Mainboard: MSI B450M-Pro-VDH Max
RAM: 16 GB Corsair 3600 mhz ( 2x8 gb Dual Channel)

Sometimes when i put Max Settings i get to to the 80-90% GPU Usage and 60-70% CPU Usage but also dont get much FPS (10-30 FPS Less then i described above).
