I7 6700k one core running 30°C hotter.

Hey folks,

I am currently really stumped on an issue that surfaced while getting back into playing Space Engineers with my buddies. The PC keeps crashing due to overheating but looking at HWMonitor only Core#1 runs at 100°C while the others are sitting at 70-75°C.
I reapplied Thermal paste and reseated the cooler and made 100% sure everything is fine yet it's still doing it, even now on idle I am at: (keep in mind the ambient temp is 28°C)
Core #0: 37°C
Core #1: 43°C
Core #2: 37°C
Core #3: 36°C

all that with CPU#1 having no significant load (0-5% max)
the CPU isn't overclocked and I undervolted it to 1.20V (anything below that and it will BSOD)

question is is my CPU toast or is there anything I could try to remedy this issue?
