CPU/GPU for OW2

I'm building a new PC, I only play competitive shooters, mainly OW2 and I have a 1080p 390hz monitor and plan to play at 1080p low. I'm debating between 13700k and 7800x3D for CPU and pair it with either a 6800xt or 6950xt for a GPU. I'm wondering what the best combo would be to get 360fps 1% lows because I know the avg fps of both will be well over 360.
