What are the rules for buying second hard parts?

I am currently in the process of building a home lab/server to run various things. For example: cloud gaming, smart home systems, and a home AI/training ML. Parts, especially for such intensive applications, are expensive. What are the common sense guidelines to buying parts used to save a little money and not get scammed? Thank you!
