Is going from CL15 3000MHZ Ram to CL18 3600MHZ Ram really an upgrade?

The current system I am running has 16gb ram provided by the following specific model:

  • Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 CL15

Due to my job & hobbys, I need to run multiple softwares simultaneously. For example, if I am 3D modeling, sometimes I need to google a lot of extra reference pictures to capture some details in the middle of the modeling session, etc.) and due to this situation, I wanna upgrade my ram on a budget (Max I want to go up to is 80 Euro, I live in Germany.). During these sessions when I checked the task manager, I saw that all of my available RAM was in use so I guess it's time for an upgrade. I'd love to go to 64gb, but at the moment it is not possible due to budgetary reasons so for the time being I'll settle with 32gb. A while ago I was suggested the following model:

  • Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-3600 CL18 Memory

Some people say lower the CL number => faster the ram gets and others say that bigger the bandwith value less important the CL number so I am pretty confused here. I'd appreciate a help from you guys who are into these technical aspects of PC building.
