Please help! Every year.

We live in the Midwest. Around this time of year, every year, it seems we get these bites. My wife might get a couple and they’re more mild. Me and my two boys get them like this. Typically at night, often under our shorts, upper leg area, on my ass cheek. Never feel the bite and they itch like crazy. Any ideas would be great.
