Why is it so hard for customers to follow rules?

I usually have great customers. However, the majority of them scoff at our rules and laws. These are laws and rules that they agreed to when it was "leagalized" or "decriminalized" etc. So why is it so hard for customers to take a bag and receipt? So hard to show an ID card? So hard to accept that we cannot take Debit or Credit? So hard to understand that you can't have kids in your car or with you? So hard to understand that you can't smoke in or around our dispensary? So hard to understand why you can't be inebriated when purchasing weed? What is with these people?
