Hey there, I'm starting to play magic again from 0 cards. I want to get involved in the modern scene again and so I've planned to get some cards through drafting/trading and buying singles. I don't have the budget for Snaps currently. What do you think about this UW tempo deck?

It uses Delver to get on board early, Reflector Mage/Frost Lynx/Vapor Snag/etc to try and tempo them out and get the win. I'm currently on the fence about cutting some creatures for stuff like mana leak. I've chosen not to because I think having raw creature count may be more important when playing budget.
