How much offense from Williams to move Cruz off short?

I will admit I was firmly in the keep Cruz at short camp due to the added value his bat would provide there. After watching Williams play in the majors though, and especially his chemistry with Peggy I have started to change my tune. My question is at what point would Williams' offensive value need to be at to reach the tipping point if being the more valuable player there, justifying a move to the outfield for Oneil?
