Someone just went ahead and implemented it!!! He didn't wait for someone to tell him to do it, he saw it needs to be done and he did it. That's permissionless open-source development - just do it! There's much more work till' it becomes a reality, but this is an awesome first step!

Note: While this is not strictly consensus, there are major mempool policy changes as well as a new layer of complexity in terms of automatic transaction generation and replacements. The CHIP itself should be pushed as other major mempool CHIPs: get agreement from other implementations (to avoid mempool fracturing), have its DoS, performance and security implications researched and get stakeholder agreements before this can be merged.
