Getting a runaround with having a health and safety issue in my rented condo addressed. Could use some advice.

I live in Kelowna BC and I am experiencing a runaround about a health and safety issue in my building as it pertains to COVID-19.

I've been renting a condo for many years. During that time our intercom system that remotely unlocks our lobby door has been non-functional for many units. I've made complaints about it a few times, absolutely no response. But until now it was nothing more than an annoyance. I'd just walk downstairs and let my guests in.

Due to COVID-19, it has come to my attention that this problem is a serious health and safety hazard. If I or someone else experiencing this issue had to quarantine due to illness, we would have no way to safely let deliveries of food and medicine inside without going downstairs through the halls and down the elevator/stairs and through the lobby. This is an unacceptable predicament.

I've talked to my property manager and he says it's the responsibility of the strata to fix. The strata says that it's my property manager's/landlord's responsibility to have it repaired. They also helpfully (not) suggested that I 'find a neighbor' to help me out in the meantime. I contacted the residential tenancy bureau and they told me to call CHOA. CHOA told me that it's up to my owner or property manager to resolve this but to call BC Housing. BC housing said they couldn't do anything about it and to get my property manager/landlord to file and arbitration with the strata, but that takes time. I think this issue should be fixed immediately.

I've been on the phone all freaking day and am no closer to resolving this issue and who is responsible for it. Not to mention this is a condo and every person experiencing this issue has to have it resolved on an individual basis according to the strata corp and CHOA. Is it time to call a lawyer and file a claim, especially considering this is an issue that has been brought up many times over the years? The very sympathetic receptionist at the strata said she had gotten 'many complaints' from my building before. They've done nothing to resolve it.
