How long can you park like this before you get towed?

This car has been here for months, seemingly without moving, half in the cycle lane. It’s on the portway very half way between the Park and Ride and the turnings for Shirehampton.
I’ve tried to report it to the council but they won’t accept it’s abandoned if it is currently taxed and insured.
Maybe it’s nicked? Weird place/way to park if you care about your car, isn’t it?
