Problem I had with Hank's investigation board... (spoilers)

This is really nothing more than a mild issue, but I was looking around the investigation board Hank kept in the DEA and noticed that the only two under the "at large" section are Chow and Chris. I started thinking, and I was wondering: Shouldn't the guy(s) that perished in the meth lab fire be included in that list as well? I mean, I know they're on the other side of the board, listed as unidentified people, but wouldn't they also be listed on Gus's payroll and thus be considered at large, because they haven't been found in a way that they're identifiable?
