[BD] How much should I upgrade Norende before the Wind Crystal?

So I just started my 3rd attempt at this game (I've dropped the game twice before because of a combination of things), and just found out that you could get more people to help rebuild Norende without Streetpassing, which is a gamechanger. I'd like to know how far most of the buildings actually should be upgraded by this point, in general, so I don't completely break the balance of the game.
