This is gonna be a weird analysis, so try and bear with me.
Stat Comparisons

Look at those HP and Attack stats. Plentiful in both, to say the least. Borgeus' Defense is also more than adequate, with his Recovery falling off a bit; he's essentially the opposite of Priscilla. While his tankiness is in his HP, it's a bit odd to have lower HP when we take a look at how Borgeus functions.
Maximum Imp cap per stat:

I understand his Imp cap is to balance out his low Recovery, and while there's no real reason to complain about getting free stats, but let's be real here, getting more Recovery than expected on an Imp cap is underwhelming to say the least.
Leader Skill
Chaos God's Transgression - Adds chance of absorbing HP when attacking & considerable boost in damage dealt to weak elements.
The HP absorbing mechanic has a 50% chance to absorb 5-15% HP in relation to how much damage you dealt.
This is the opposite when compared to units like Rin who heals HP every turn with her LS.
The extra damage dealt to weak elements is as potent as Maxwell's (100% or double damage), without the crit damage boost attached.
These 2 components combined make Borgeus' LS very offensive, requiring your squad to constantly be attacking to take advantage of the HP absorbing.
That being said, there are better units to use as leaders for damage augmentations, such as Maxwell, and units to use as fillers to maintain your squad's HP, such as Ulkina or Zelnite.
Attacks and Skills
Normal Attack: 9 hits | 2 BC drop checks/hit | Maximum possible BCs generated = 18
Brave Burst - Dark Venom: BC Cost: 25 | 13 hit Dark AoE | 1 BC drop check/hit | Maximum possible BCs generated = 13 | 250% Damage Modifier, adds Poison ( 10% chance) and Curse ( 10% chance) effect on attacks for 3 turns @ BB Lvl 10
Similar to Priscilla's BB, he offers a new way to inflict Poison and Curse outside of spamming BBs and/or SBBs.
Assuming all of your units are attacking, you have a ~47% chance that AT LEAST ONE will inflict poison or curse.
Super Brave Burst - Rex Moratorium: BC Cost: 45 | 17 hit Dark AoE | 1 BC drop check/hit | Maximum possible BCs generated = 17 | 450% Damage Modifier, adds Poison ( 10% chance) and Curse ( 10% chance) effect on attacks and increases own Attack by 50% of your Defense for 3 turns @ SBB Lvl 10
Again, just like Priscilla's SBB, Borgeus increases his Attack in relation to one of his stats (in this case, Defense).
This is one of the reasons why I consider Borgeus' Imp cap to be underwhelming. He boosts his Attack in relation to his Defense, and his Defensive Imp cap is tied as the lowest alongside Attack.
Arena AI: Type 3 (Has a ~68% chance to use his BB)
- Below avareage BC generation on his normal hit attack with an average BB BC cost makes him a weak choice for the Arena, even if he has the ideal Type 3 AI.
Unit Comparisons and Overview
As I said, weird analysis.
First up, we're gonna compare how Borgeus competes in his status inflicting department against the Queen of status ailments herself, Semira:
Semira has a 75% and 80% chance to inflict poison, as well paralysis, curse, and sickness respectively, while Borgeus' buffs gives your entire squad a ~47% chance to inflict poison and curse, if everyone is attacking.
Here's where we're gonna go off the beaten path. We're gonna compare how Borgeus' conversion buff competes with Priscilla's:
- Priscilla's conversion buff takes 70% of her Recovery and throws it into her Attack, while Borgeus' takes 50% of his Defense and throws it into his Attack.

- Verdict: As damage dealers, excluding outside sources (buffs, elemental weaknesses, LS), Priscilla > Borgeus.
Overall, Borgeus kind of got cheated on what seems like what he was intended to do. While poison and curse aren't too mandatory, there are clearly better units that can do it (Semira, Nalmika), and when comparing his unique Attack buff to his batchmate Priscilla, he loses by quite a large margin.

Like I said, a bit of a weird analysis, but I think it points out everything it really needs to with how Borgeus functions as a unit in general.
