Reapplying to get a station close to home.

I am currently at the academy and was wondering if I can and if so how is the process to reapply and see if I will get offered a station close to home. I originally choose Tucson sector, but I want to see if anything in San Diego sector will be offered Preferably imperial beach. I also want to apply for a higher pay grade as a gs7 I messed up on my application and only got offered a 5
