Best time to use Golden Keys?

So I have 50-60 Golden Keys (I've used like 1 or 2 and I've been collecting since the beginning of the game) and I always think "what if I can get better loot later?".
Right now I don't have any lvl 72 character, but I am also thinking that if I reach lvl 72 then the golden chest wont be of any use for that character, because I'll only want specific legendaries. My most leveled character is like lvl 68 and I'm not sure if the chest will be useful or not.
What is the best level to open a golden chest at?
