Game will no longer start / crash on launch

I have the game on Steam. I played 21 hours so far, but as of yesterday the game will no longer start. I've tried:
- Verify integrity of game files
- Delete and reinstall the game
- Change from DX12 to DX11 in GameUserSettings.ini
- add -DX11 to launch options in Steam
- updating windows
- updating video card drivers
I'm at a loss for what else I can do. I don't get an error message or anything, I try to play the game, it acts like it is launching, but it never starts. My system is a little dated, but the game was running fine for 21 hours with a lot of graphics options turned down low. Now I can't even get to the menu.
System specs:
- i7 930 @ 3.8GHz
- 16 GB RAM
- Windows 10 4 bit
- ATI R9 280
