Rough rider. Is it empty or full.. my answer

So I heard that the RR is considered "full" in this game where as in BL2 it was considered "empty"

After testing with both Zane and Amara I can say for sure that it is definitely considered "empty"

The easiest way to test this yourself is with the guardian skill "Topped off" in the green tree. If your shield is full you get a reduction for your action skill cooldown.

Any other shield gave my Amara an 8-9 second cooldown on phasecast. RR had a closer to normal cooldown meaning the shield wasn't "Full"

Edit: using cool calm and collected as proof it's also not considered empty.
