Hey Reddit! I need your help remembering a book title!

I read this book a long time ago, and I can't seem to find anything through any search engine. The book is about a young woman who is an outcast, and she teaches a young man (who is unable to speak, and labeled as mentally handicapped and also an outcast) sign language. The people in the area see the sign language and accuse her of being a witch and she has to get one of her hands cut off.

I know this sounds like a weird ass story, but I can't remember the name, and any help with it would be really great! Thanks Reddit!
