Weird Terraforming Mars question concerning the big box.

There is a new corporation called Pharmacy Union where if a microbe is played they get a germ and then kill the germ with science tags. It costs money (I think 4) every time they get a new germ. Can the opponent get a card that adds germs or fly to a colony and bury that person in germs?
I wanted to do this but my opponent said that’s not how it works. I let it go for now but may want to use that strategy in the future.
