Camera in Parks by Keymaster

I have now played Parks twice and I really love it. The artwork and game play are both awesome.
I’m wondering if we’re playing with the camera a little wrong: it feels greatly overpowered. Both times we played, the person with the camera gained an additional 10 or 11 points which was the difference between victory and defeat. Is there a way to combat this other that fighting for the first picture in the game?
