[Discussion] How big must the changes be between different printings before you consider it a new edition of the game?

I think minor rules changes are okay, but major ones necesitate a new edition. Compatibility is also a no-brainer.
Does an overhaul of the components and a price reduction or increase suggest a new edition? I've seen it done both ways and I was wondering what other people's expectations were.
