Any games like warcraft/Caesar/pharaoh/heroes of might and magic where you build a town, with or without combat?

I really enjoyed the 90s games where you build a town and would love to have a board game version of that without a whole bunch of extra stuff, with or without combat being involved.
I know Games like Isofarian guard Tanares adventures let you build a town but that's only an ancillary phase on top of the dungeon crawler.
I've played card games like San Juan / Machi Koro but I would prefer a board game with tiles or pieces for buildings.
