Cloudspire neoprene 21?

Hey, everyone. I recently purchased Cloudspire and have played it a little. It seems pretty cool and I’ve enjoyed what I’ve done so far with it. However, I’ve got a pieces question. The rulebook shows four faction fortresses included with the game. However, both the solo and coop scenario books show another faction fortress with neoprene number 21. Anyone know what this extra fortress is and where it comes from? Thanks!
