How to skill up my rat-ogre

I have a rat ogre that already has block and break tackle, I want to use him as a cage breaker/ blitzer. He has 15spp so can take a chosen primary, which strength skill would be best? I'm thinking either juggernaut or guard. Or should I save up for a chosen secondary and take either dodge or horns.
