Trying to scale an object (circle) according to the size of another arc

I have an STL that shows the correct radius (ARC). And another STL that has rings/circles that are too small. I'd like to size the rings (as well as the whole object) to have the same radius as the object that is only an "arc" (the one selected in the picture).

I have tried doing it visually but can't get it just right. I tried CAD transform but I'm too new to formulate the right workflow. Can anyone guide me?
