Can blender be used for after effects stuff?

I don't have blender yet but I'm hoping to get around to using it because, I heard it has a video editor and I'm looking into making 3D models and stuff. But I was wondering can it do a 2D animations like Adobe after effects does? Because it would be really great if it does, so far I haven't been able to find a suitable alternative to it yet.
