I know Tier exists in the game and I feel like I vaguely know how it works. Does every tier higher decrease the effect level of an action by a PC against them? Like 1 tier higher and they have limited effect and then they have to push or gain some other advantage in order to be able to affect them?
Iβm also thinking about flavor and special abilities, and whether you give them any kind of mechanical effect for things. Ex. Powerful Enemy Whisper Attunes to create a horrible chaotic wall of ghosts that might do harm to anyone who goes through it, or affect their actions in some way.
Maybe it is all just narrative things but I think itβs still a little hazy how the different Tiers interacting works and how that affects action rolls. And just generally the best way to handle an especially narratively powerful single enemy.
