Is it just me or is PvE legendary SS a bit too much?

RNG*^ Cant change the title now dammit.
I get it, its a Korean MMO, there's going to be RNG.
But having RNG stat rolling on top of extremely rare drop rates or a long ass grind? That's just way too much.
