Mod Podge application tips for flat, gridded terrain - how to avoid bubbling?

I'm working on a piece of flat terrain that I'm cutting a grid into, and I'm having the darndest time getting the surface flat. The biggest problem that I can't wrap my mind around is how the mod podge paint mix seems to first seep into cracks (as intended) and then (I think?) bubble up while drying. Instead of getting a sealed crack, I end up with something that looks like messy welding. Am I just applying too thickly? Is there a drying technique that lessens these problems?
