Question about Casino tolerance

So we all know back offs occur, but my question is:

Why are some shops extremely tolerant to the point where backoffs almost never happen versus shops who will back you off after 10-15 minutes? We all know that as card counters, we dont always win. If we dont play in one shop every day, we really dont dent their bottom line, so why are casinos afraid of ap’s? Most ap’s are out numbered 100 to 1 on any given day. So all that ploppy action should outweigh the ap.

Whats wrong with this?
