Is it legal to confiscate chips?

Was counting yesterday with my teammate. Showed IDs for age check at the table, no problem as we’re little fish and we’re in our low 20s so we do look young. After playing for around an hour and a half, we cash out. I cash out ~$400 no problem, teammate cashes out ~$600 and the cashier asks for ID. We go through the typical “I showed ID at the table, it’s under $10,000” blah blah, and the person at the cashier says that the table games and cashier are separate entities, so just because the table verifies that we’re 21 , doesn’t mean the cashier can verify that. I tell her that we’ll just take our chips and cash them later, but the cashier says that they have to confiscate our chips unless we provide ID. We eventually caved and showed ID and got our money, but is this illegal?
