How do the life skill scrolls work exactly?

Like it says in the title, recently there have been life skill scrolls added to the pearl shop that allow you to reset your lifeskill level and transfer it onto another character. My question is...
if I have for example artisan 9 cooking on one character and artisan 9 on the other, if I reset it on one of the characters and use on the other will I still have artisan 9? or perhaps it would jump to like Master 2 or something. Thanks in advance!
