Think of it in terms of mining.
Back in the times of Babylon you could sometimes find rocks on the ground that contained sufficient ore to be smelted. As we used more and more our mines grew deeper and more perilous, claiming increasingly more lives as the reserves on the surface became exhausted.
NPS that are reported as more agreeable make it into circulation first.
Once they get banned, one of two things happens
1) People move onto something else (which might be decent or likelier might be hot garbage, for every 3MMC there's 15 neurotoxic Noids)
2) Dilettantes modify the molecule without knowing what the modification will do.
Brains are very delicate so adding a blindly adding a couple atoms for legal purposes can easily make it go from Neat to News.
