Unknown "Eggs" Found on Fish Gills

After conducting a winter limnology project near Kamloops, BC I have found that the Rainbow Trout, redsided shiners, and peamouth chub have small white eggs on their gill filaments. Taking a closer look at them they appear to be a parasite in an early stage of their life. They are too small to be sea lice and don't appear to be ich. If anyone can help ID them that would be great.
