Independent Researchers: How difficult is it to ask for data from Universities?

Hi!

I am an independent researcher. I do not belong in an institution but I am interested in doing a research project on my own to hopefully use as a proof of concept for my future startup.

I know there is some etiquette in regards to asking for data from Universities.

I came across a relevant paper that is open access and also has in the footnotes:
"All strains are available upon request" - It's from a university in France if that makes a difference as a US citizen.

Any tips to reach out to ask? If I am denied access any other advice to give?
