Is there a Card pool now just like pills?

I was playing the Pokey Mans challenge today and noticed that I was only getting a few specific cards, all red back cards were 2 of hearts and the only tarot cards I got were The Fool, Hanged Man, and The Sun. I seem to remember having the same thing happen playing greedier mode recently, where'd I'd only see a few different cards per run. Did this change in Afterbirth plus or one of the recent patches
Edit: I had Sack of Sacks, looks like the sacks it generates may have a limited pool.
