Tektro hydraulic disc brake adjustment

my front brake is rubbing. i’ve tried loosening the mounting screws, holding the brake, and screwing them back in but that isn’t working. also it appears that the brake pad is pushing the rotor when i engage the brake. anyone got any tips?
