How am I supposed to adjust this cone?

Shimano HB-TX505 front hub has a center lock brake rotor that doesn’t allow for any clearance with my cone wrench. Am I doing something wrong here? I can’t get the brake side to tighten down correctly at all. The wrench can’t get to the flats on the cone because the brake rotor mount is too high. Thanks in advance!
