Economical folding bike recommendation for a toronto construction worker

I typically reach union station by GO bus, and leave on the GO train, so I'd like a folding bike that i can take on the bus and train during rush hour.

I'm in toronto, so I'd like something with fenders for when it rains/snows (slush). I'd also like a rear rack to carry stuff on.

I don't want to spend too much because I haven't biked on my commutes before, so don't wanna go all in before I know it's something I can do (never rode on city streets before, always on suburban sidewalks)

I also won't be biking all the time, sometimes I'll have work in surrounding suburbs where I'll be driving to work, and sometimes my job sites will be close enough to union station that I dont need to bike. Another reason I don't want to spend too much.

This is the bike I have in mind. Thoughts?
